CAISO intends to remove certain 66kV transmission facilities in SCE area affected by
East Kern Wind Resource Area Reliability Transmission Project (EKWRA) from its
control.

CAISO intends to complete this transaction by June 2014.

SCE and CAISO have been working on this plan for the last five years and now the
time has come when this will become a reality.

You may be adversely affected if your project is located in the area served by
Antelope, Bailey and Windhub substations.

Generating facilities connected to transmission facilities that are reclassified as
distribution facilities will have to obtain and pay for distribution services from SCE.
The generating facilities will no longer be under the terms and conditions of the
CAISO Tariff.

This may lead to higher transmission interconnection cost to you because the network
upgrades may not be eligible for the reimbursement.

The key to success of your renewable development in this competitive environment is
a winning strategy that distinguishes you from your competitors.  How do you come up
with such a winning strategy?  What do you base your winning strategy on?
